news articles are not written to any specific individual... news articles are
to everyone so they do not have a "To:" field...

JAMNNTPd is the *only* news server that has this capability... the client
doesn't matter... as i understand it, the capability only works for replies and
not for new posts but i may be wrong about that... i've never seen a new news
article that contained a To: name originating from a JAMNNTPd server...
