Sorry, stupid MG> question, Austel regulations don't need a reason. :-( Arthur reckons that it's not an Austel regulation (and I have no reason to doubt him), whilst USR apparently feel that it is, having intentionally disabled the secondary RJ-11 connector on all Austel Sportsters, and some Couriers. Go figure...
