sounds to me like a form of copy protection to prevent someone from zipping
their install and giving it to friends and family so they don't have to by
their own keys...

if it is copy protection, it is likely based on the "serial
number" of the disk... formatting a disk creates a new "serial
number" for it... open a command prompt and do a DIR /P and you should
see the "serial number" listed with the drive's volumn name...
