This is maybe another one of those things that needs a review, and better
automation? Ultimately, echo existance relies on *acceptance* by a human. 
The backbone.na stuff looks restricted to North America only(?).  How do
echoes get "created" outside North America?  Is it just by a
friendly email to a ZEC, REC or NEC, and then only if one feels like it?

I also noticed that the only entries in the NL that actually use the ZEC
REC NEC flags is the Z2 segment!   No one in Z1 is using those.  Hence, it
is hard for the average sysop to know where to find a (full) feed.

filegate.net does not seem to have an archive for echoes (anymore?) Would
