Could just as easily be a voice call, with the non-speaking caller copping
an earful of connect tones for his trouble...

V.8 CI tones and fax CNG tones are at different frequencies, and no halfway
decent modem should mistake one for the other.  If V.8 CI sets off fax
answer, the modem is a heap of shit.
