I still suggest to use the VERSION file for that.

Some modules use that already.
It is a quick (and easy to maintain) reference for the compilation procedure.

For example:    (sorry, i am lazy, i did not check the real requirements!)

for hpt the requirement is areafixlib x.y
for areafixlib requirement is fidoconfiglib x.y
for fidoconfiglib requirement is smapilib 2.5.0
for smapilib requirement is huskylib x.y
for huskylib requirement is huskybse 1.0
for huskybse requirement is none

With this information in the VERSION file, everybody can follow the
husky-tree to the root, no matter where he starts. You can find out which
version you need and what the correct compilation sequence is.

That would also help newbies to get the correct versions for the next
-stable releases.
