     IMHO, this is a little unclear, Craig.
     I believe you mean, the dc resistance (quality factor) can go lower.
     (higher leakage) Especially electrolytics or the old paper caps (yech).
     I believe the ac resistance certainly can go higher. (lower capacitance)
