The dump, washer or coin tool will work fine even if it has to dig the hole
in the first place.  The secret is that the tool does need to have a more
even grinding in digging the hole.
I'd rather not do fine grinding with metal tools as my experiences with
doing so have always brought on scratches as something happens and things
catch.  Coarse grinding has been easy and no scratches were produced but
when I'd get to the 25 micron, scratches may happen and 12 micron I rarely
can get far enough to finish the grit before several deep scratches happen.
