This isn't necessarily a complete or satisfactory answer to your problem,
however it might give you something to work on.
I've seen suggestions for solving the type of problem you describe using
WinBatch, which is a "batch" language for Windows. It involves
activating the DOS app via a script, and the script can check the window
title. I believe that Norton Desktop for Windows includes a licenced
WinBatch subset.
By implication then, you could write a _Windows_ util which would look at
the window titles, and if the target already existed bring it to the top,
otherwise start it up.
