Even with a 'universal scanner standard', manufacturers will still need to 
write a driver for their particular hardware... the job will simply be much 
easier, and if the next versions of Win95 and NT both support the same 
driver model, there will be more incentive to write drivers for the larger 
combined market.
I don't know anything about Scantak scanners... if the company is out of 
business or unwilling/unable to properly support older models, you may 
still be out of luck.
