Are you using the US model of the Courier?
 
If so then there is no problem getting 33600,  even through Telstra's Network.
 
The problem people have are with the Austel model,  specifically with most
Rockwell based firmware being limited to 31200 by the Austel Courier.
 
If USR bothered to give an updated Austel firmware all would be happy.
