In ordinary times;  when the `real thing' turns up,  the 
dunderheads cost lives and equipment until replaced by real 
leaders....

And it takes time afterwards for the real leaders to be replaced 
once again by dunderheads - but its inevitable, `cos real leaders 
dont have time for the bureaucracy that settles like carrion in 
the absence of action.

Happens in all the services, armed or not..,,

Thank goodness for gardens.
