sense?

Okay, i didn't think it was this program. It works as its supposed to.
But true about every second because multitasking software has already hooked
the tick timer so its blinking sometime 1/2 sec or 2 sec.
But say about a program once activated (hot-key) is waiting for some other
keys in a menu. The background program in this task should die (pause) until
the activated program gives back the control to the keyboard interrupt.
It is the way that most of programs work?
Or the background program should not die because the activated program
gives back the control to the keyboard interrupt and waiting for some more
input. Leaving the background program running correctly.
In that case, the screen would have been overwritten by the background task?
I could said wrong. I am just thinking.
