It's part of DirectX8.1XP. Called the 'StreamBuffer'. I don't know (at this
moment) of any way to see the effect without writing code. It seems to me
from a quick glance that one could write that code in HTML and see the
effect in IE. Which would be quite entertaining...

You'd need XP and a video source of course.
