This is what I use and it works perfectly:
DEVICE=C:\SIO\SIO.SYS (1:57600) (COM4,INTERNET:2E8,NONE,3)
DEVICE=C:\SIO\VSIO.SYS
Note that you don't put any options on the vsio line.  Also remember to start 
vmodem before trying to run Telix.
