That is your "opinion".

However the IC has a 100% freedom to "interprete" as he/she
pleases whatever ¨he/she considers worthy of an interpretation. By that
virtue alone it ¨becomes a formal part of policy until overruled.

I did not write those sections of policy, just used what was available ¨to
act within the confines of P4.
