Tom, the membership requirement is history.  There is no membership required
to buy and any of the 43 or 44 stores anymore.  I guess marketing being what
it is, they decided to sell to anyone.  
The membership is still available and gives about 25 benefits but not a need
for purchasing anymore.  They also do 'price matching' of any competitors
prices so makes for a good source for boating products.
I don't want to make this a commercial, but I work for BOAT/U.S. in Dallas.
