In Netware 4.x the licensing scheme changed.  In 3.x the server.exe
file was generated with the connection limit built in.  In 4.x that
was changed to use a file called server.mls supplied on a separate
diskette. That file contains the connection limit.  This method is
also what allows "additive" licensing.  You should have received the
diskette with the distribution kit.

If your installing a 2 user version, just continue the install without
entering a license.  The system will note the absence of the license
file and default to 2 users.  It may say only 1 connection, but will
allow 2.

If you've got a "real" version, then you need to dig up the original
diskette.
