Nope. :)
First thing we need to remember that TOS & TNG have two different
warp scales. In TOS, the concept of TW (which was a failure as we
all know) used the old (open-ended) warp scale for a basis,
extending the standard limits up into approximately the high 80s
range, IIRC.
The concept of TW (transwarp conduits as used by the Borg, actually)
in TNG is totally different. It's just a case of the same term
being coincidentally used for two entirely different things. :)
