While I doubt that you'll find any PD SQL databases, it'd suprise me if you can find some sort of PD indexed access routines. In fact, I'm sure that GNU have some database routines (called dbm?). While not PD, you might be able to make your stuff PD and distribute the database routines under the GNU license.
