An oldie but a goodie.  I've heard rumours that glibc-2.24 should be out soon
and promises a few fixes in the i18n department.  Not sure if there is anything
there specific to you but looking at South Africa I get;

Note that for 8-bit they are all iso88591.

The format is a whole other can of worms but the text should be easily doable
once the correct encoding is known.  If it actually is utf8 then it doesn't
require translation as long as the reader knows utf8 and has the correct fonts
onhand.

From my research into Android based devices utf8 shouldn't be a problem.  As
for 8-bit, iso88591 is the most likely encoding.

Speaking of which, I don't think you got my routed netmail.  Care to set up a
direct connection?  I think that would be best all things considered.
