It is if its working normally. If it's cycling on then off and on then off
again in a matter of seconds, it isn't.

The compressor clutch is controlled by the CPU and that is gets it's
signals from how/what the temp setting is at the AC control, inside the
car. It is normal for it to cycle on and off every few minutes.
Supposedly saves fuel and keeps the refrigerant at a constant pressure.
