        between calls is supposed to be there.

        Its not "broken", so you can't fix it. :-)
        In V.34 mode the modems have the ability to use different
        carrier rates in each direction...rather than using the 
        best carrier rate the lower quality signal path can support.
        If you really want to disable this you can by setting
        S210=5
