I think I read about a trial project years ago. There are sound reasons
why it is a non starter.
The main problem is that steam engines- even very large ones- are very
inefficient. Less than 20 percent of the energy admitted as steam, is
recovered as electricity.
Giant size machines [steam turbines] with complex energy saving auxiliaries
and controls, can maybe score 40 percent efficient. Ask your utility 
ngineers
who are working with sets above 300 megawatts.
In contrast, solar hot water collectors are simple and efficient. I don't 
ave
figures, but I guess that more than 50 percent of the light energy that 
asses
thru the glass panel is available as hot water energy.
Solar cookers are successful in 3rd world countries. Midnight snacks are not
