Does the dial tone emit at the same time as the modem handshake? This
sometimes happens here. An inbound modem call will start to handshake
normally, and then the line will emit a dial tone, followed by a busy tone.

Doubtful. If what you're describing fits my description, it's just one of
those annoying things that happens from time to time.

Configure your modem's profile, adjusting any settings as necessary, and
then use ATZ thereafter. When using multiple communications programs, using
ATZ as your init string is much easier than remembering init strings and
configuring your various comms packages accordingly.
