The netlib archive has been moved to ftp://netlib.att.com/netlib (login is
anonymous); the server is running "Plan 9" (not Unix).
The IEEE POSIX drafts have been removed - even though there's a
"posix" directory, it only contains the POSIX Standards Style
Guide drafts.
There's apparently an IEEE committee evaluating the current policy of
online standards drafts. :-(
