PKZIP is _NOT_ internal to the BW OLR, that is why you have to tell 
BW or BWPACK.BAT where to find it. 

Make sure you have the path correct in BWPACK.BAT: 

C:\BWAVE\PKZIP.EXE -e0 %2 %3

and that a copy of PKZIP.EXE is in the C:\BWAVE directory.
