From what I've seen, the Courier determines its port speed from the FOSSIL.
I have my FOSSIL and mailer locked at 57600.

What would the fix be, in that case?

 DD> This anomoly is mentioned in the documentation (but not very loudly).
 DD> A trap for new(ish) USR owners :-)
