They don't matter.  The settings there are for serial devices like printers.  
Win 3.1 comm programs handle all the speed settings themselves.

Use RTS/CTS flow control, not XOn/XOff.  You have to make sure both the comm 
program _and_ the modem are configured to use the _same_ type of flow 
control.  This could be your problem with uploading, BTW.  Flow control is 
seldom necessary when downloading, but always necessary when uploading.
