Windows you can use COM/IP which has a virtual modem system.  If you want to
use fossil emulation (no direct serial comms) You could setup MannTelSrv 
and NetFoss which can make a DOS bbs telnetable in Windows.  NetFOSS is at
netfoss.com and manntelsrv is available at mannsoft.ca.

If you want to run it under DOS and be telnetable (Yes this is possible). Just
snag a copy of rlfossil which is free.  Load it before the BBS and it'll
make a telnetfossil link.  You'd have to do some tinkering for some things. 
I only tested rlfossil on the LAN so I don't know about having it work with
a predefined internet dialup link.

I have heard of a serial comms emulator for Windows, but I don't know the 
status on it or whether it's free or not.  It'd work basically like most
other FOSSIL or those class drivers because it'd just load in the interp.
