OK, so Robert did things that were a little extreme (although maybe not
*all* that extreme). The reality is, thousands of children are killed
and permanently injured because of failure to wear helmets.
And children are *not* just the responsibility of their parents. I know
of *no* culture at all that believes *that*. Children are the
responsibility of the village, of the social group, as well as of the
parents.

So do I. And when personal responsibility consistently fails, as it did
with bicycle helmets. I believe in helping it alone with laws.
