I have no direct knowledge of this program; but from what has been published 
by non-Government sources, this title is a cover name for the _real_ goals of 
HAARP, which have nothing whatever to do with high frequencies or the aurora. 
But even tho HAARP could have a severe impact on shortwave (and most other 
radio communications), I don't think it is appropriate to discuss it here.
