NO!  The current (NTSC) system will not be phased out until 2006.
If you purchase a new set today, it will continue to work -- without
a converter -- until 2006, at which time you will either have to get
a converter or go with a digital set.
 
It is expected that digital sets will hit the market in two years
and carry a heavy price tag.  It is also expected that the price tag
will drop significantly as 2006 approaches.
