Also, go to the configuration for that drive:
Right click my computer
disk management
right click on external drive
click properties
click policies
click fast removal.
You should be able to pull the USB plug as soon as the files in
transfer are shown transferred.
It doesn't shut down the HD, just lets you disconnect it. Shut
down requires pushing the power button or pulling the plug.
You probably know most or all of that, but I felt I should be
complete in the explanation.
