Bill,
Your "Fixed" pushbutton is depressed. When not utilizing the RV75 or Aux-7
accessories, the fixed pushbuttons should be out.

When turned on the frequency readout climbs (as though it were scanning) to
approx. 33.27 MHz in the 28 and 21 band... and to 17.515 on 14 and below.
The tuning knob does not function. However if I switch to the RV75, all
works great.
