What is being referred to is the "Least Restrictive Law" which
at first meant that a child be placed into an environment where his
handicap will not cause him to fail. It never was the intention of the
author to mean that no matter what he does, he can't be disciplined.
This has grown out of control in our present time. The United States
Department of Education is working on such a measure to correct this
problem. Basically, this practice is based on misunderstanding and thus
into court law.
