It has been my experience that if electrolytic capacitors don't "form"
to full voltage within 5-10 minutes, they aren't going to and shouldn't
be trusted.
The most important thing is to limit the current available to prevent
internal heating until the leakage current drops. This is why I prefer
the "light bulb" treatment rather than the Variac. The "negative
resistance" of the bulb limits available charging current. The Variac
method relies on incidental resistances to limit current, which may or
may not (usually not in HV supplies), be adequate to prevent internal
heating.
