What was the latest from Frank Nitzsche (02 9396 3053) on that case?

Austel TS-002 simply requires a 2100 Hz tone or voice announcement when a
call is answered automatically. 

If you set B0 in NVRAM then dial out with B1 (plus other commands as
documented in the USR_MODEMS echo), you should be able achieve HST mode
without violating Austel requirements.

One suggestion in USR_MODEMS was: ATS54=192S56=192B1DT
