SCOUTING ECHO RULES: REV-12/01/93
This is an International Scouting Echo Conference. It is open to
all SCOUTS AND SCOUTERS from around the world, and to anyone wishing
more information about the BOY SCOUT, CUB SCOUT, VARSITY, EXPLORER,
GIRL SCOUT, DAISEY, BROWNIE, GIRL GUIDE, or OTHER SCOUTING programs
for youth world wide. The SCOUTING Echo is distributed primarily using
a computer based Echo Mail method of telecommunication mail proces-
sing. This is done using computers with modems connected via the
FidoNet Echo Mail Backbone, RBBS-Net and several other computer based
"NET's" through out the world. To link into this conference, consult
your Net Coordinator or Net Echo Mail Coordinator and request SCOUTING
off the FidoNet Backbone. There are NO restrictions placed on this
conference other than the stated rules. It is open to all who wish to
participate, or have an interest in a Scouting program for youth.
The SCOUTING Echo is for use primarily by YOUTH members of the
YOUTH Organizations such as the BOY SCOUTS, GIRL SCOUTS, GIRL GUIDES,
CUB SCOUTS, EXPLORER, BROWNIES, DAISEYS or any other YOUTH Group.
Although it will not be against the rules for adults to join in or
participate in this conference, it is suggested that adults use the
International SCOUTER Echo conference for discussions on Scouting. By
the same token, Youth members are always welcome on the SCOUTER Echo
but should make efforts to promote the SCOUTING Echo conference with
their YOUTH Scouting friends.

*** PURPOSE ***
This Echo's basic purpose is to provide a National, and Interna-
tional Telecommunication link for Youth who are interested in the
Scouting program and to provide a device for Scouts and Scouters from
across the country, and around the world, to exchange ideas and dis-
cuss Scouting programs and adventures. This Echo reaches virtually
every part of the World including the United States, Canada, Puerto
Rico, The United Kingdom, Germany, Sweden, France, New Zealand and
Australia. We are continuing to gain membership in many parts of the
world, and will work to promote the ideals of the Scouting programs
through this conference. Please keep ALL discussions and messages on
this conference relating to SCOUTS, SCOUT EVENTS, and SCOUTING topics.
*** Help Support your local BBS ***
As many of the BBS's pay for the long distance calls needed to
spread this echo, I urge that those who can, help support their local
BBS both by participation and financial donations to their phone costs.
Someone has to pay for all of those messages and calls. Most sysops
will appreciate the offer and help. In line with this, again, please
keep all messages on topic and related to Scouting, keeping in mind
that all of these messages travel around the world. They do cost money
to send.

*** POLICY & RULES ***
Basically, I expect each user of this echo to "act" like a Scout
should, and to subscribe to and follow the Scout Law. In other words
you should be:

LOYAL CHEERFUL
HELPFUL THRIFTY
FRIENDLY BRAVE
COURTEOUS CLEAN
KIND REVERENT
*** MESSAGES ***
Messages will NOT, at any time, contain any profanity or abusive
language! If you feel you must FLAME someone for whatever reason,
do it VIA Net Mail, NOT in the conference. If you have a question
about Echo Policy, it should be directed to the Echo Moderator or
Regional Echo Moderator in your area.

*** MESSAGES (continued) ***
Messages MUST NOT contain non-ASCII characters,ANSI graphics, or 8-bit
ASCII characters. This goes for ORIGIN LINES as well.
The use of excessive capitalization and punctuation (ie: Multiple
question marks & exclaimation marks) is considered "shouting". If you
wish to use capitals for emphasis or for other special purposes, you
should limit their use and be consistant. A "free" use of capitals may
give dignity to some messages, but a free use of them without logical
purpose nullifies their purpose and may be rude. When in doubt, don't
capitalize or over punctuate.
Topics discussed on this Conference should pertain to one of the Scout-
ing programs, its functions, trips, events, people, or policies. (Scout
Stuff)
*** PATCH TRADING ***
PATCH TRADING, while not an "official" Scout program, is considered a
healthy way to promote friends and fellowship. It IS CONDONED and en-
couraged on this Echo. There will, however, be NO PATCH SELLING via
this Echo! Patch trading on this echo is to done on a one to one basis
only and is done via the U.S. Mail on the honor system. This echo,
FidoNet, all BBS's that carry this echo, and the Moderator claim no
responsibility for Patch Trading deals that fail. We do, however, re-
commend that all Scouts & Scouters adhere to the code of ethics estab-
lished by the American Scouting Traders Association (A.S.T.A.)
As it is against B.S.A. policy, the selling or trading of "RANK"
patches or awards is NOT ALLOWED! Other Scouting paraphernalia such as
books,(for trade), hat pins, clothing, or Scouting gear are acceptable
and condoned.

*** LANGUAGE ***
The official language of the SCOUTING Echo is English. As this is
an International Scouting Conference, ALL non-English speaking Scouts
and Scouters ARE WELCOME! They should direct their initial message to
the Moderator, who will in turn, attempt to locate an interpreter for
them. After an interpreter is located, and assigned, all messages from
non-English speaking members should be directed to their assigned in-
terpreter, or other member who is known to be able to translate their
language into English. This will eliminate several people trying to
interpret the same message. I would also like to encourage any non-
English speaking member to attempt a translation of their message into
English themselves, if they desire, and place it in the same message
when sent. For the sake of logistics, more than one interpreter may be
assigned to a non-English speaking member.
*** ADVERTISING ***
NO commercials, advertising, promoting, or selling of merchandise is
permitted on the conference. If you happen to know of a Scout Related
book, magazine, or program that other users of this echo may like, you
may post it once, as long as you are not the person selling the object.
(You can only tell about it).

*** MODERATING ***
All moderating of the echo is to be done by the Moderator or one of
the Regional SCOUTING Echo Moderators assigned by the Moderator. NO
OTHER USER is authorized to repremand, admonish, rebuke, or otherwise
comment to any person posting a message that may be off-topic, or out
of line. It is the one of the Moderator's position to do this. If you
feel there is a problem that should be delt with, contact the Modera-
tor, or Regional Moderator nearest you via Net-Mail or at one of the
address's below, and he or she will determine the outcome and proper
course to be taken.
The SCOUTING Echo rules will be posted at regular intervals, and
are subject to change. The Moderator welcomes input on rules and guide-
