Switching equipment makes SOME difference, but to really do any kind of
serious test, you MUST know where on the local loop each machine you're
calling is.  I'm near the END of a local loop.  I can call systems
close to me (2 to 4 blocks), also near the end of their local loop,
and get 16.8k connects. But I can call 30 miles away, a system that's
near the beginning of their local loop, and get a 33.6k connect almost
every time.
