If I am reading it right, just going back to the main menu does NOT 
close the *.REP  But, it does close it on exit out of BW.  

From what I read, part of the reason was in speed of procesing.  
That rarely is a problem these days.  

And, I don't think that it was taken into account that multiple 
DOS sessions are now possible.  Well, even back then!  I use 
a program that gives me that now and I even used it in pure DOS.
