Why use a DOS IP emulator when you have a multi-threaded IP stack available.
Use InJoy to dial the PPP link and have it autostart FiFTP to move the mail. 
When FiFTP ends InJoy will be set to detect the idle line (60 secs or so) and 
then it will hang up and shut down the line. No fuss, no muss. Easy as pie to 
setup. FiFTP uses a Bink style outbound but you should be able to find a FD 
to Bink queue converter somewhere.
