I still wonder if it has something to do with the compression program 
updating the downloaded message packet, since the Flags/Marks are 
there until Jean completely Exits BW. 

Is BW run from a BAT file? 

What are the effects of running the BWPACK.BAT file without the CALL 
command? 
Though it seems like it works okay for the reply packet. 

When BWREPFIX.EXE detects that it isn't a Reply packet, it passes 
control back to BWPACK.BAT to update and compress the Downloaded 
message packet.
