Hi Kelly,
Thanks for the valuable information.  I would like to see those Federal
regulations.  Thanks for the offer.  I can accept MIME attachments, as I
use the Eudora program in Windows 95.  
I am getting a bit concerned that our focus on this reauthorization is too
narrow.  We definitely should be concerned about the separate agency issue,
but we must not overlook the possibility of other ammendments, such as the
removal of Rehab's responsibility to help blind college students.  As a
person who helps blind people with the technology aspects of employment, I
am seeing that the rehab agency is only interested in employment.  It
doesn't matter whether the employment meets the client's vocational goals,
and the quality of employment does not seem to be a concern.  The question
is maximum potential versus some potential, according to Mary's VR
counsellor.
