The supply has a large power resistor which is usually shorted. But, if you unshort and measure it (while the power is off of course), you can then use ohms law to calculate and set the idle current. My meter on my TR3 really did not do it for setting the idle current. OTOH, that resistor and a voltmeter did a really nice job. But as Gary states, the AC3 and AC4 are basically identical and interchangeable with all the tube TX.
