It depends upon the modem package's software component.  For example,
Edge's OEM modems attract a sales tax rate of just 14%, whilst conversely,
Customs stick it right up private importers by taxing them at a rate of 22%
* (landed cost in A$ x 110%).  Just be grateful that there is no import
duty as well...
