I think that this is a new version of SDL_PALLB.EXE, although it has been 
like that for a while...

If you compare the previous Austel SDL with the matching US/Domestic SDL
you will find that only a single byte is changed.  Despite this, that Austel
version was released months after the US version.  Changing this byte is 
how the following US code was "adapted" for the Austel Couriers for which 
no official Austel SDL has yet been released.  Since the 23/1/96 SDL tho, 
they have wised up and put some code in the modem ROM so that this type of 
hack no longer works...
