That's the huge transmitter site in Alska.  I haven't heard that it was 
active lately.  But, when it was on the air, the transmissions played havoc 
with all sorts of comms on HF.  There was a good article about HAARP in 
Popular Science magazine recently,  It should be available through your local 
public library's data base for magazine articles.  Happy
