Minister caned by NUT
RUTH Kelly is the worst Education Secretary Tony Blair's Government has had,
a teachers' union leader said yesterday.


Hilary Bills, new president of the National Union of Teachers, said the
youngest woman in the Cabinet was not up to the job.

Mrs Bills told the NUT conference in Gateshead: "She's a huge
disappointment. She does not come over as being well briefed.

"The whole way she talks is with that patronising attitude that 'I know
better'."

Mrs Bills condemned Ms Kelly's decision to reject proposals for replacing
A-Levels and GCSEs with a new diploma.

Mrs Bills said "our views were just swept aside."

She also criticised excessive red tape in schools resulting from Government
"initiative overload".

Ms Kelly, 36, was privately educated and has four children, the eldest aged
seven.

Three weeks ago she was jeered at the Secondary Heads Association
conference.

They, too, said she patronised them
