No they are not. "latin 1" and "latin-1" might be if someone could determine
(with evidence) what encoding they actually are. Near as I can tell there are
legitimate codes which could be a subset of iso-8858-1 but maybe not depending
on who has the best claim to latin-1 and near as I can determine using a IANA
doc is either IBM and/or Microsoft. I've already posted the supposed
encodings(?) that IANA cited for the three listed matches (one IBM and two
Microsoft) to latin-1. I never did find any matches to "Latin 1" other than
the mention of it in one of the wiki documents for iso-8859-1 but as noted it
was not mentioned in that document - or any other document - that it is a
legitimate registered alias for iso-8859-1 ... or anything else for that
matter.
I believe you are sucking slough water in your claim.
